The artwork depicts Liberty Leading the People, drawn in 1830 by French artist Eugène Delacroix.

The worthy painting can be obtained from Jolly Redd's Treasure Trawler or Redd's Co-Op on Harv's Island for  4,980 Bells or from any villager in the mailbox.
