The windflower wreath can be obtained from crafting, which requires 3× red windflowers, 3× white windflowers, and 3× orange windflowers. The recipe for this item can be obtained from any villager, or from Tom Nook during the villager house development quest if the native flower is windflowers.

No villagers have this item in their home. However, it does appear in peppy villagers' initial house.
