The busted umbrella can be obtained from the Able Sisters in the Labelle section for 160 Bells.
This item is used by 
Boyd, 
Buzz, 
Grizzly, 
Kyle, 
Limberg, 
Marcel, 
Moose, 
Rasher, 
Tex, and 
Walt as their default umbrella during periods of rain. 
Wart Jr. has this item as their default umbrella, but will refrain from using the umbrella due to their status as a frog villager.
