Phineas (パロンチーノ, Palochino) is a sea lion who only appears in Animal Crossing: City Folk. He can be found in the City at anytime of the day in reasonable weather conditions (sunny or overcast/cloudy). He gives the player special hand-held items that the player cannot get anywhere else, for no purpose other than for joy and for free. He has been known to appear in a player's city for days in a row, or not at all for weeks.

As it says in Animal Crossing: City Folk's game guide, this is Phineas's description:

Hitch a ride to the city on sunny days for a chance to meet Phineas out in the plaza. This happy-go-lucky character lives to spread cheer and will give you a balloon, pinwheel, or bubble wand for just talking to him. Limit one goodie per visit!

Gifts

He gives out a variety of film gifts:

• Balloons that pop very easily
• Bunny Balloons that are indestructable
• Pinwheels that spin faster the faster you run
• Bubble Wands that you can blow bubbles with

The player can only receive one gift per day. The balloons, bunny balloons, and pinwheels come in a variety of colors, such as orange, blue, green, red, pink, yellow, and purple. Balloons will fly away if the player trips and falls. If you bring a pinwheel into the Town Hall, occasionally when Phyllis is working, it will disappear from your pockets and she will be using it in the back of the room.

Trivia

• Some cranky villagers believe Phineas is K.K. Slider's day job.
• If a player Time Travels, Phineas will not appear again.
• If you get closer to Phineas' cart, the music in the background will start to sound even cheerier and if you stray away from his cart, the music will become back to normal.
• Phineas is never outside when it is raining or cloudy.
