Time doesn't actually pass on these islands?

I saw someone claim that on boat tour islands, the time of day used for critters doesn't actually change, despite the visual passage of time. They noted that the time of day referenced for critter spawning is always locked to the moment you arrived at the island, regardless of what the sky looks like. From my own (anecdotal) experiences, this seems to hold true. I've visited a November island at least three separate times so far and attempted to catch a Blowfish after 9PM, but because I arrived at all those islands before 9PM, I couldn't catch one despite having caught likely 100 medium-sized fish total. This also occurred with Walking Sticks and Tarantulas, both of which I spent hours trying to catch on boat tour islands in optimal environments. Is this enough to support an edit to the page? Has anyone else experienced this? If this fact is true, I think this would be an incredibly useful contribution to the page and would save many players hours of wasted time trying to catch critters that won't spawn.
