The Happy Room Academy refers to both the agency that rates your home, but also the establishment in the city in Animal Crossing: City Folk.
In Home Rating
Every Sunday (every day in Animal Crossing: Population Growing), the HRA will rate your home based on points. These points are based on a number of factors, including complete sets, wallpaper, flooring, etc. A high score will warrant a gift occasionally from the HRA.
The Building
The HRA Building can be found in Animal Crossing: City Folk in the city. It is run by Lyle, and features a high rated room in the back.
